Visa changes in October

My uncle totaly freaked me out by saying there is big changes in october but typically could not tell me what.
Do you guys know what he is on about?
I do not check into this part of the dis board very often so sorry if it has already been discussed, please feel free to post a link for me, thanks in advance,
