Virgin flydrive without taking the car?

Looking at another option to try and get a better deal...

So we’ve done Virgin flydrive without picking up the car in the past without any issue (because we don’t need the car and we’ve found it cheaper than flight only) but now when booking there’s a message about mandatory taxes to pay when picking up the car if you select the basic package...

Anyone have any experience of not picking up the car now there’s this new notification?
Could we get a bill this time?
