VIP fastpasses are given to celebrities or other important guests, like politicians, whose walking through the park like a normal "guest" really isn't possible. I don't think it's really a fastpass like what you or I could get -I believe Disney always has a VIP escort with them and they generally get special entrances and front of the line access (and probably admitance before and after normal park hours) so as to avoid crowds.
I believe if a regular guest were to want the VIP service, it's a little different. They will get fastpasses for you at attractions so you don't have to do it, and they MIGHT be able to get you front of the line access to some rides, but it's not the same as what a famous celebrity would get.
I got VIP fastpasses for my family from DVC. Just by attending their seminar I got them for my family of 5 and were good for 3 rides each. Then we bought DVC the next day and got more. They were great, no waiting, go right on the ride at that moment.

That's the Dream Fastpass, which is given out as part of the Year of a Million Dreams (a.k.a. The 27 Months of 2.25 Million Prizes). You can only get them by being in the right randomly-chosen place at the right randomly-chosen time. There is no connection to DVC.
It was about 45 minutes and they had an area for the kids to play. Just a quick film and little question and answers...there was NO one on one, so no pressure. If you were not interested you got up and left with your Passes....You go to a DVC booth, located almost everywhere and they set you up for a time to go. We used them the next day at Hollywood Studios for Toy Story Mania. People were getting fast passes to return 7pm and I got on instantly around 9:30am. So I thought it was worth it.

DVC tours do give them out..But they have started taking names down so people don't "repeat" visit just to get the fastpasses when they have no intention of buying into dvc.They also used to give out $50 gift cards.

I like the way you insert, they take names. Are you suggesting something to us??? Did we say we were going to repeat..no we didnt, take it easy. And yes I bought into DVC AK, and those that don't, so what, enjoy those FP.
