Only at hard-ticket parties at MK in October.

There are a few villains out in the parks but no more or less in October.

For example, Gaston shows up in the new FantasyLand area, and Beast shows up in EPCOT France (OK so maybe you don't consider Beast a villain.)

Beast left France almost two years ago.

Gaston and the Tremaines are the only ones I can think of that meet on a regular basis during normal park hours.
