Viewing firework/parades

Just wondering ... We were at MK for the MNSSHP on Tuesday. We were watching from the tables at Casey's and people were allowed to stand in the walkway in front of Caseys and on the concrete walls in the hub facing the castle.. Outside the fence. I know this was not allowed in the past. Has something changed? It was a little annoying to sit there and wait only to have ppl walk up at the last minute and be permitted to stand on the fence and in the walk way.. CMs saw it and said nothing.
