I know that you can check out video games onboard. My question is what is the cost and where do you play them ? Also how much do the arcade's cost ? ( My 19 year old son wonders about this ).

Don't know about checking out video games. Never heard of that. The arcade cards were $10. As far as I know the games that use the card are in QuarterMasters located between the Goofy and Quiet Cove pools as well as the 3 games up at the ESPN lounge, not sure if anything in Common Grounds uses them. According to DS the games vary considerably in the amount of credits used for different games.
