if your child is two when you check in, you're under no obligation to tell them she will turn three while she's there. Heck, they won't even ask.
According to the OP the child turns 3, 3 weeks before the trip.

I hope you don't plan on using EE while you SIL is with you. No room key=no entrance for EE. If you've already reserved the room then don't they already know that you DD will be 3. Would you really be comfortable in saying Oh BTW I made a mistake she's still 2, just to get you SIL in the room.
If you follow the other option suggested here (not reporting her as being in the room) IMHO lying by obmission is still lying.
As someone already mentioned max occupancy limits are usually set by the local codes, not by the resorts. It was metioned in other threads, that in the rare chance of a fire or other castropy, that the resort would not know to look for the unreported guest.
You've been given several options, but another option (if it wasn't mentioned) is a cabin at ft wilderness

I hope you meant that she has 1 day left on a ticket. Tickets are non transferrable.
Go, have fun, do what you're comfortable with (don't stay at All Stars, they suck. Small rooms, bad service, etc.). Stay where you want, you're spending big time bucks and not ripping anyone off. Only
First ...AS's do not "suck" .
Second ...they would have more room in 2 AS's than in one room at PO, not to mention a 2nd bathroom.
Before anyone says if I was in the same situation, I'd do the same thing, you're wrong.
We had 2 rooms reserved at CR last May. DSi fiancee decided to join us for a couple of nights. They wanted a room to themselves. I could have easily fit DNi and DM in the room with my family of 4 for those 2 nights, but we all agreed that rules are rules, and if the max in a room is 5, then there was no way we would put 6 in a room. Luckily we were able to get a 3rd room for the first 2 nights. However when it looked like a 3rd room was not avaliable we booked a room at one of the DD hotels instead. We also had a room at POR reserved for our last night (CR was booked) when we thought that DSi was leaving a day early to go to Miami for the weekend. After we arrived DSi decided to stay in Orlando that last night. We could have kept that room and put 6 in it, but we booked 2 rooms at ASMu instead
