I have been to VB 3 times in January, but never the last week. Truly there has been a huge difference in weather. My friend has swam in the pool every year, I went in only one year. I do not remember seeing people in the ocean.
However, I have always found things to do in the area. I have gone to various places to see manatees in warm water areas, including The Manatee Center in Ft Pierce. http://manateecenter.com

I've lived in Vero Beach for 12 years, here are my thoughts. January is good time to visits, but it'll often be crowded. In coastal vero beach the average high for January is 74 degrees. However highs will frequently get into the 80's. Daily high temps will almost never get under 65 degrees, but during an exceptionally bad cold snap, it can happen. But a high of 65 in Florida, means subzero temps for New York The water temp typically hovers around 68 degrees in January. I see plenty of north easterners swimming in January, but that's too cold for me unless I have some sort of wetsuit on. If you want to be completely comfortable in the water wait until march.
