Can I use a disney gift card to pay for meals at Disney's Vero Beach Resort?

Though I don't remember doing it myself (I might have applied a rewards card to our room bill that included food), it should work fine.

Yes you can. You can also pay off any room charges with it.
DVB also accepts TIW.
