Verizon's new mandatory $10 charge

Has anyone been forced to pay the $10 per line data fee for upgrading to new phones even on an existing account. My friend just told me they changed their daughter's phone and because it was data capable they have no choice but to pay the $10 fee. I am so ticked off that they can just add a $10 a month per phone fee everytime we upgrade our phones now. We are so ready to drop Verizon.
