Vapers who cruise? Some questions.

We have cruised several times but between our last cruise and this one my husband has stopped smoking and started vaping. He is the type who builds his own coils for his vaporizer, etc so he has a coiling kit with wire and tiny screwdrivers and stuff that he uses for this. Does anyone know if it would be allowed to bring such a thing on board? And if so would it be better in the carry on or checked bag? (We are driving so flying isn't an issue.) He already knows he has to go to the smoking areas to vape so don't worry about that, just wondering if anyone has brought these type of tools onboard. Thanks!!
