If I book a package now for OCt and they release free dining later in the summer can I apply that to my package? Same with a discount like 30% or so can those be applied later?

Yes, provided there is availability for your current resort and room category. They only allow a certain number of rooms per resort for each discount, but as long as you call them as soon as the discount is released, you should be able to apply it. They will not add it for you automatically. You must call.

Ultimately.. if you are flexible on your resort / room category.. you can get whatever discount offer appeals to you.

As the previous poster noted, not all discounts are available at all resorts / room category or view types for all dates. So flexibility is key.
