No - but that is not a bad thing - I do not think the dining plan is worth it for most people that get it. I believe Disney makes a lot of money off of the dining plan. Most people do not spend that much in a day.
If you booked through a third party broker/reseller, then no. No matter what they sold you, you do not have a MYW package. They may have sold you room and tickets together, but they bought those items from Disney separately.
If you booked through a facility that acts as a travel agent (meaning they book directly through Disney on your behalf) then yes you can book a MYW package with dining. Some airlines and discount warehouses book packages this way.
If you bought park tickets separately from the room, even from Disney, then you do not have a MYW package and are not eligible to add a dining plan.
