Vacation Ideas...Key West or all-inclusive?

I'm starting to think about planning our next March Break vacation. I'm actually thinking about not doing Disney/Universal this time and trying something different.

Unfortunately, there seems to be only 1 all-inclusive resort in Florida...and it's situated on a river! Not my idea of wonderful...
Looking into spending time in Key West. Any suggestions, good or bad?

I am also thinking about trying an all-inclusive resort somewhere else, but am overwhelmed with all the choices. Any suggestions for a family with 3 teenagers?

Would love to hear your thoughts...
 
I was in Key West in May and I wasn't to impressed with it....it is fine for adults but for kids there was not much for them....we went to eat at one place and as we were walking down there we passed a naked woman (and I mean COMPLETELY naked!) walking her dog and as we got further down towards the dock there were more naked people, so we turned around and left there since we had a 4 year old and a 14 year old with us.....we walked around a bit but wasn't very impressed with anything....the sunset gathering in Mallory Square was nice but it was very crowded there. On the Trolly they passed some public beaches and the driver said she wouldn't be caught at either of them...not sure why not, they looked ok, not anything fancy but a patch of sand and some water.
