Using TS credits for CS meals

I notice the 2008 Dining Plan FAQ states this:

Can I use TS credits for CS meals?
No.


But on MouseSavers, I read this:

You can use table service meal credits at a quick service restaurant.

I understand this wouldn't be a wise use of TS credits, but which one is correct?

If the 2008 Dining Plan FAQ is (as I think) the one on Disney's official website, I would think that would be the correct information.

During the Free Dining Promo periods in 2006 and 2007, Disney officially allowed 'trading down' credits due to the number of Guests who booked the package without being aware of the necessity to plan ahead for dining and who, thus, found themselves unable to use the table service credits.

Ultimately, at any other time, any such trade would be at the discretion of the restaurant or hotel manager.
 
The FAQ is from the sticky thread at the top of this forum, not the official Disney FAQ.

In fact, the official Disney FAQ still says gratuities are included:

Q. Are gratuities included with the Magic Your Way Plus Dining Package and the Magic Your Way Premium Package?
A. Yes. As a benefit of purchasing these packages, all gratuities are automatically included where applicable.
