Using anothers fast pass.

If I book a fast pass for my family of 4 for say Tower of terror. Can my 2 kids go twice using 2 fast passes each time?

As long as they're both over 7 or one of them is over 14 - Yes.

Yes. My husband doesn't like 7DMT. I use my fast pass, then go on again carrying his magic band in my hand while my magic band is visible on my wrist.

My son and I do this all the time. I'm not a fan of TOT, Rock n Rollercoaster or Everest. So we moms book the fast passes for everyone and the kids get to ride twice. It gives us a moment to just chill.
