Using a PIN code question

If you book a hotel using a PIN code and say two weeks from now the room rate goes down can you get the lower rate or are you locked in. Say I book a hotel that is currently running $1000 for 4 days - at 40% discount - it is $600. Then 2 weeks from now that same room is $900 for 4 days. Can I call and rebook and/or apply my 40% discount to the $900 room rate rather than the $1000 rate I booked at? or once you are booked - you cannot change?

Anyone know?

The 40% off is off the rack rate so if the "rack rate" changed then I'm sure you could.
