USF Version of Fast Pass

Forgive my ignorance, I'm much more familiar with Disney's Fast Pass. I know USF has FOTL passes. Are these the one's you pay for? Is there a free pass similar to Fast Pass that allows you to bypass the line at a specific time?
 
Universal has Express Pass which is free and available to anyone. The Express Pass Plus is extra and it entitles you to use the Express line once for each attraction. It usually runs around $30-40 per person depending on the crowds.
 
The term FOTL generally refers to the perk of being an on-site guest and using your room key to get to the Front Of The Line. There are free Express Pass machines at US/IOA, and that system is very much like Disney's FastPass except that you are given 2 return times to choose from. If you go at a busy time, the Express Passes may run out for a popular ride, or you may get a very late return time (just like at Disney). Also like Disney, you can only hold one Express Pass at a time, with some exceptions that I won't get into. The advantage of the Express Pass Plus is that you can hold multiple passes at once, and don't have to worry about machines running out or what time you will get to ride. Unfortunately, there is only one per ride, so if you want to ride again you must stand in line or use the regular Express Pass machine.
