Useless Express Pass Lines

Why does Universal have Express Passes for every little attraction? I find it unnecessary for passes on Flying Unicorn, Sinbad, Storm Force, One Fish Two Fish, and most of all Caro-Suess-Al. This just confuses me:confused:
 
We've always gone in the off season so we rarely see long lines. But I imagine it's quite different in the middle of July or during other school vacations!
 
I was there in July, and trust me, the lines are long. You would not want to be waiting in the heat. We were on site, so we had express access, but other people definitely appreciated the opportunity to get an express pass.
 
One Fish seems to have at least a 20-30 minute line when I pass by. Car-o-seuss-sel and Storm Force Acceleratron seem like a walk-on.

I think the passes are for the busy periods. It's like how Disney put FPs on things like the Haunted Mansion. You may not need it for many months, but during the busy periods, you'll be glad that they are available. :)
