"uploaded file is too large"

trying to change my Avatar. NOT tech savy. I get to the point where I can upload a picture that is saved to the hard drive but says file is too large. How do I make it smaller?

Do you have photo software such as photo impressions? That is how I did it . ( I am not tech-savvy either)

I used Paint to resize all the pictures I post periodically. I believe you can also do it in Photo Gallery. The size has to be smaller than 1mb.
