ITTSARFTMGAIOP. (I'm trying to set a record for the most gratuitous abbreviations in one post.)

Here's my question. I'm meeting my brother and his family at BCV next month.

For reasons too cumbersome to explain, we probably won't be able to decide what passes to buy until we get there. If, on arrival, we decide the PHP fits our needs better than the UHP, will MS sell us the PHP's at the same discount price seen on the DIS? If not, what's our best option for buying PHP's on site? We'll have a rental car if there's a substantially cheaper option nearby.

The only DVC Discount is 10% on the UHP. DVCers receive no other park ticket media discounts. There are discounts to DisneyQuest, PI, water parks and I think mini-golf.

Disney and MS do not honor ticket prices from outside ticket agencies, which would include the discount available through the DIS ticket system. While there are certainly legitimate discount ticket agencies near WDW, there are also a lot of scams.
 
Florida Orlando Tickets (www.floridaorlandotickets.com) and Ticketmania (www.ticketmania.com) are both reputable third-party dealers who sell PHPs and have offices in Orlando. You could stop by the office and pick-up what you need, assuming you decide the UPH isn't right for you.

Their prices are often a little bit less than Disney's direct Advance Sales rates.

IMHO, it's nice to have a break at least one day from DD (doing Disney), so we head to DD and rent mouse boats or just enjoy the pool at the resort.

Since UPH's are never an issue, I head to AAA before we leave and buy there at a discount, no tax. You could probably do the same in Orlando but there might be ST (sales tax) added on.

Sales tax is always charged for WDW passes, no matter where purchased. Vendors may roll-up the tax in the total price, but it's there. Even states with no sales tax must charge tax on WDW passes. Has something to do with the fact that the passes are actually redeemed in Florida.
