Upgrading to PAP from 2009 Tickets

I have 2 adult and 2 child 10 day PH + WP and more - no expiration tickets. All have 3 theme park days left on them. We are moving to FL 08/01/2014. I would like to upgrade these in September to PAP, but gate price on these is more than the FL resident rate for a PAP. The gate price is less for a non-FL resident PAP. Can I upgrade these at all or am I stuck?
