Must an upgrade to AP from base be done while at WDW, or is there a window of time after that they will allow you to upgrade, after your visit?
 
Must be done while at WDW. If the ticket has been used, the upgrade must be done within 14 days of first use.
 
Just to add, most tickets expire after the last day of the ticket has been used and you do not get 14 days to do the upgrade anymore. It's best to upgrade before that last day is over or upgrade it on that day to add 1 day for ~$12+tax to buy the full 14 day window. If you did upgrade, that extra day you don't plan to use will be included in the cost to upgrade to an ap.

Also the way it's suppose to work is the renewal date of the ap will be the date you first used the ticket your upgrading, not the date you upgrade one. sometimes you get lucky and the CM gives you the same day but that is not the rules when it comes to upgrading to ap and you got lucky. If your waiting to upgrade to be able to get 2 specific trips in, it's probably going to backfire. Also you miss out on the discounts while you were using the ticket because you didn't have the ap yet. (you have to decide what you want to do and what is more valuable to have).
