Upgrade ticket to AP with new package?

When you upgrade the ticket to an AP with the new package does it upgrade to a PAP because of the free waterpark and more option?
Or do they give you more money towards the purchase of an AP than without the free extra?
Or does it not count because it is a free option?
Anybody know?

My sister went during last years promotion was not able to add the non-expiring option to her tickets. It may work the same for an AP. I'm sure someone else here will chime in with more information.

Anybody know for sure if the tickets with free park hopper and water park and fun option can be upgraded to AP?
If so how does it work?
