upgrade during free dining

On quite a few threads I have seen it mentioned that WDW is upgrading from value or mod to deluxe Is this true and how would you go about checking the cost difference?

Last year during free dining the Value Resorts were over booked, so some guests who had free dining reservations to stay there got upgraded by WDW to Saratoga Springs. However as of right now that has not happened and chances are it won't happen again.
