Universal with 2 toddlers - advice needed!

My husband and I with our 2 kids, ages 2 and 4, are heading to Orlando in July. We plan to spend 2 days at Universal and have park to park tickets.

The kids are 36" and 40" but I feel we should stick with the 36" height requirement because how do you take one child on a ride and not the other??

Assuming we get there at rope drop, which park is recommended to go first?

If we take the Hogwarts Express, is that scary? I head somewhere that dementors may show up outside your window.

Based on height requirements, I'm guessing we will spend all our time at Seuss Landing and Woody Woodpecker zone in which case, could we do this in 1 day (say from 8am to 2pm?) because then mom and dad can come back later for all the Harry Potter stuff!

Hogwarts express is fine, our 16 month old loves it. There is a minor dementor part going from Kings Cross to Hogsmeade, but not really scary.

Barney is a must do for that age group, Suess Landing is good, but don't forget Camp Jurassic and Me Ship the Olive next to Popeye, both are fun play areas too.

For diapers (if they are still using them) Universal has family restrooms and about half of the spots on the studios side (Diagon has two family restrooms!) IOA does not have any.
