Before that, the Universal Orlando resort was to be known as Universal City Florida. This was changed to Universal Studios Escape (and sequentially Universal Orlando) when the people in charge figured that as long as Disney has a "world" in Orlando, Universal won't be a mere "city".
This is too bad, since it would've been a great link to the original Universal City in California, and CityWalk would've made a lot more titular sense. Also, Universal isn't tucked away somewhere in the middle of the woods, apart from everything else. It's part of the skyline, can be seen from the highway, and generates more synergy then some metropolitan downtowns, so equating it with a city wouldn't have been such a bad thing.
