Universal Offsite Hotels

We will be hitting Universal for a a few days before AKV. I will have an ecv (scooter), but we don't want to have to rent a car to get to US/IOA as I'd have to get a smaller one to break it down and fit in the trunk.

I know there's a boat to the parks from the the Universal resorts but they are super pricey. Is there an offsite resort that is a good neighbor resort with US so you can still get early IOA access, but has accesible shuttle or is walking distance?
