first of all, one of the BEST things that you can possibly do, especially with little kids, is to stay at one of the onsite hotels (i would suggest the Royal Pacific Resort because it's a great family environment and also has a children's play area in the pool). here is a link to the RPR website for more information:
http://www.universalorlando.com/ht_rpr_index.html as for the parks, my family always hits them early when they open, but with the express passes(if you stay onsite the room key works as express) you can go at any time. Our order of rides are as follows:
Universal
1. Back to the Future
2. Men in Black
3. Jaws
4. Revenge of the Mummy (though it is a rollercoaster and may be scary for children)
5. Shrek 4-D
6. Jimmy Neutron
Islands of Adventure
1. Hulk (also a rollercoaster)
2. Dr. Doom (shoots you up 150 ft. in the air)
3. Spiderman
4. Dudley Do-Right
5. Popeye
6. Jurassic Park
7. Dueling Dragons (also a rollercoaster)
8. and for the children, everything in Seuss Landing most likely
if you stay onsite, you can return to the hotel to rest or play in the pool at any time and then go back at night when it is cooler. My dining suggestions are: Mel's Diner, NASCAR Cafe, Hard Rock Cafe, Margaritaville, or NBA City. Hope this was of some help to you and good luck!!!
