Can you pre register for the disability pass?

Not as far as I know. I always have to wait in the loooong guest service line

I recently called them and they said that I could and to call within 30 days of the trip. I would try calling their customer service line and see what they say.

You have to do it at guest services area. They give you a paper that you get your return time written on it. They may have done some changes since covid though.

I've been since COVID. You still get the paper that all return times are written on .... so even if someone was somehow able get their name on one via a phone call, you still have to wait in line with everyone else to get your paperwork done and receive your pass. It wouldn't save any time, just add the time of your call.

Is guest services inside or outside the park.

They have locations inside and right outside each park. They also have one in city walk but that location has limited hours.
