At that time of year how important is it to be onsite? Will it be slow enough to stay at one of the closer off site hotels and still be able to see everything? I'm trying to decide whether I should go for the less money at another hotel or if the express system at the on site hotels is imperitive to seeing everything. Thanks

Although the parks close early at this time of year, the crowds are MUCH smaller. So you should be able to see everything; of course, it depends on how much time you're spending. You can see most or all of both parkjs in two days, but it would be follish to try to do both parks in one day (expensive, too!).

Staying on site has advantages other than the Express system. They are very close to the parks, much closer than anything WDW has to offer and they are both beautiful and fun places to stay. And with the discounts you can get they are not all that much more expensive than a lot of off-site options.

We visited during the 1st week of Feb this year and will return again same week next year. Just about everything was a walk-on at both parks. The longest waits were Spiderman at 15 mins and Hulk at 10 mins. Everything else...no wait. I'd suspect you could stay off-site this time and still do the parks with minimal waits.
