Underage car rental waive code?

Does anyone know of any codes that will waive the underage fee for renting a car? I have one for Enterprise, but I would prefer to have one for one of the companies that is at the airport if possible. Typically these codes come from Universities, but sometimes through corporate agreements as well. Thanks for anything!
