Under 2 Flags Tour and Blackbeard's Castle - Worth it?

My wife will only snorkel in CC as she is somewhat fearful of open water, so this has drastically limited our options.

Other than the Under 2 Flags Tour and Blackbeard's castle, we considered the plantation tour but worried about the 5 hours that it occupied.

Finally, are St. Maarten and St. Thomas worth just walking around without excursions?
 
we did the under 2 flags tour and we saw some beautiful views from the places it stopped at. You really get a better idea of what the island is like. I do recommend it. You'll still have penty of time to shop around if you want. Just grab the water taxi at the port for $5 per person and it will take you across the bay to the shopping area .
St. Thomas is also a pretty island, if you dock, not tender the shopping is right along side the port, easy 5 minute walk.
We like to go to St. Johns to explore instead of St. Thomas. St. Johns island tour is very nice, you'll see many beautiful beaches and an old sugar mill. The boat ride to there can be a big choppy sometimes.
The Eco hike there is really fun too. They do stop towards the end of the hike for a quick swim if you want, but we just sat on the bech and relaxed for 30 minutes, so you dont have to swim
One other trip we did do some kind of an island tour but cant remember if it was St.Maartin or St. Thomas which was nice, but I cant remember the name. maybe the Sea and See. We had a bus tour and a boat ride to Marigot and then back again. I think that was it's name.
anyway that was a good one too.

We did the Blackbeards tour in Jan. Was very good for adults, young kids would not enjoy it too much. Lots of great history.
 

We did the Eastern Itinerary in 2006 and we did the Under 2 flags tour and as we are mobility challenged it let us do an excursion that didn't have a lot of physical needs to it.

Seeing both sides of the island was nice you could shop on the French side for a short amount of time and got to see lots of different things. We had plenty of time to shop on the Dutch side when the bus dropped us off downtown. We then took the water taxi back to the ship and had time alone on the boat as there were barely anyone on it!

In St. Thomas we took another island tour and that was great you went to the top of the island and the views were great! The best stop was St. Peter's Botantical Garden that was very pretty and something we probably wouldn't have seen otherwise.

We prefered St. Thomas for looks but the Shopping deals were better in St. Marten.

Our next cruise is the WB repo to LA but i am anxiously awaiting to hear what the excursions will be because of our Mobility we need things that won't be too strenuous.
