Ugh, what a day...neighbor's dog...

My brother had his ear bitten off at 11 by a neighborhood dog. It was a first time offense but they put the dog down. It was awful, my two cousins and I were standing there just frozen, staring (we were 7-8 years old) while my other cousin (12) tried to pull the dog off.

Good luck to you! There's so many people in this country that don't deserve to have a dog.
 
She called DH back later and said they were getting fined, for sure. Even if the same thing happens again, the worst that can happen is the dog is classified as a dangerous dog, and that only means they have to muzzle it and keep it in a fenced area that has a floor and ceiling.
So, this isn't enough for you? A fine and if it happens again the dog would be put in a cage? That's actually more than I would have expected.

No one wants to have the dog bite someone again and maybe this is enough to scare the owners into doing the right thing. The problem is that you are looking at the actions of this dog TODAY through his previous transgressions but the LAW cannot. It's really your fault you didn't report the dog before when he bit your FIL.
