I had "Spend a $140 twice, get $30 offer" too. I purchased Starbucks gift cards adding up to $140 exactly. Will wait for this purchase to count and then will repeat for the full $30. With the 5% discount added in it calculates to 15% off total if I'm doing the math right.

Yes!
I almost always use Lyft but use these for Uber eats.

Yep! They always have. At least for me. I just checked the app and I already received the first checkmark for the Target Circle Bonus so now I will buy another $140 to complete it.

Yes my experience is Uber app and Uber Eats app use the same wallet and either of the gift cards deposit to that one wallet.

Just did second transaction. $150 Disney with $7.50 off for 5% Target Circle plus $15 off for Bonus offer. $22.50 off $150 is 15% savings.

just did my first transaction for $100 Uber GC and $40 of iTunes GC, 15% off Uber, 5% off rest. The first check mark was ticked off, yay, about 5 minutes after the gift cards came through via email.
