When are you going? They both alternate being closed much of the fall/winter so that may solve your problem.

If you're going this month then they'll both be open and you'll have your pick, but it does seem that TL has more for younger children.

BB has more 'thrill' rides (with height restrictions).

I was just at both water parks last week. I definately think TL has more for younger children.
