Two Questions

I will be at US/IOA this weekend and have plans to go to Universal Studios on Sunday because I'm thinking it will be less crowded the day "after" Mardi Gras, is this an accurate assumption?

Also, do I need to make reservations for Hard Rock or Emeril's on a Sunday evening? If so how do I go about doing this?

Regarding ressies, if you're referring to The Kitchen I wouldn't worry about it (although I've always gone early when crowds haven't been an issue)...usually a good iead to book in advance at Emeril's (call the direct phone line).

Re: crowds, yes, Sundays are generally less busy than Saturday, at least in February (and honestly, Saturday crowds are not that bad until mid-afternoon, when locals start arriving for the parade).
