Two questions about Universal

We're spending one day of our Disney trip at Universal Studios with a park-to-park pass. I have two questions:

1. How long is the line to take the HE between the two parks? We were looking to leave USF and go to IOA a little bit after lunchtime.


2. Does Universal allow people to bring a packed lunch into the parks, as Disney does?

You can bring food, but you may want to rent a locker to store it in as many rides won't allow loose items with you. There are free lockers by the attractions, but that would be a hassle to have to continually go to each attraction's locker. Also, cups of water are free at any counter service location.
 
Even from day one, the line for HE has not been an issue. Maybe 30 minutes was the most I saw (July) in the middle of the day (when most want to change parks). Otherwise, practically a walk-on, but the <empty> queue is so long it takes 10 minutes to get through. Ride takes another 10 minutes.

Our experience several weeks ago was that there was basically no line most of the time. Any time during the morning to early afternoon we could walk right on from either side. We were a party of five and we never had to share our compartment with anyone during the day.

This changed in the evening. At that time, the line would grow - but even then it was like a 15 to 20 minute wait.
