If you have a two-day pass to universal studios and can only make it one day, can some one else use your second day?

No, they are non-transferable.

What you may be able to do is go to guest services and get your ticket changed to a one day. They may give you the money back in a gift card.

Do US/IOA tickets expire? I'm thinking not. So you could just save that day for another trip.

But if the OP activated the ticket by using one day, I think it would expire within a certain amount of days.

Yes they expire if not used within the time frame

Do not know what it is now but in past years it was 14 days from first usage

Sorry, we used a day left over from 1999 almost 10 years later, only having to pay an up charge from child to adult for my son. I should have suspected this was no longer possible. My DD is a TM now so I get in free. I'm spoiled
