From the start we all read the plans Tutto would open, only to close for refurb soon after. I had not heard any more for awhile. I would not be at all surprised if the closed for a refurb. I am actually surprised they did not do that from the start. Maybe they wanted to see what foot traffic they had before committing long term.
It's very unlikely that Tutto Italia will be closed in November 2008, based on the following three predictions:
1. Nothing will happen to Tutto Italia until after None Dragons reopens.
2. Nothing will happen to Tutto Italia during the busy holiday season.
3. Nothing will happen to Tutto Italia during a period that's already open for reservations.
The other thing I wonder about is if Tutto Italia will really get a complete changeover, like Tokyo Dining and the former Nine Dragons. I know that was the announced plan. But will it really happen?
When the Alfredo's contract ended, the new operator did a great job rearranging the dining room, while leaving the original 1982 themed decor untouched. The room looks great, but the tables are no longer crowded together.

Oh, really? The tables aren't as crowded anymore? I may try Tutto then in December. Their menu sounds pretty good, but I just hated the dining room arrangement when it was Alfedo's.

Alfredo had the tables crunched together. Alfredo was a jumble of tables, with servers trying to get through the narrow access.
Tutto Italia has actual aisles, wide enough to allow two people to pass easily in opposite directions. The added bonus is that the room now looks more elegant, because the tables are neatly arranged.
Caveat: My observations about Tutto Italia are from November 2007 and February 2008. It's possible that Tutto Italia could have reintroduced more tables since then to increase capacity (or that they may do so in the future).

I was there over the Labor Day weekend and it was still exactly as you described. If they've added more tables for Free Dining they've done so in such a way as to not obstruct the aisles. It's definitely an improvement over the old Alfredo's layout.
