Tutto Italia DDP question...

I cannot say, but my guess is no. They are not very flexible. We are vegetarians and they always act like we are putting them out with our requests (which arent much, 1 wants noodes with marinara sauce and 2 of us order a dish minus the ham). We always enjoy our meal here and eat here almost every trip.
 
Highly unlikely. The non-Disney owned restaurants tend to be more strict about the rules of the dining plan because they are reimbursed by Disney according to the guidelines of the plans. When the item is an appetizer they can't ring it up as an entree.

If you're on the Deluxe dining plan you would be able to order it as an appetizer. If you're on the regular dining plan you would have to pay for it OOP.
 
I'd say the question is irrelevant ... Tutto Italia is about to close for an extensive renovation. I doubt they would undergo a 4 month renovation, and then keep the menu the same.
Expect a very different restaurant / menu in a few months.
