Assuming I'm thinking of the right place (the development by Universal, not a hotel) I had no clue you could rent them. They beautiful - attached single family homes - but I believe the development company SELLS them, they're not for rent unless whoever buys one is renting it out. There's a sign out front by the entrance that says "From the $400s" there. I live in Orlando and pass by there - most recently last week.

Yes they are homes that are rented by owner.
The Co Many Happy Returns helps the owners rent the villas.
I have never heard of Tuscana or the Co Many Happy Returns, I have always stayed on site.
