No, you can take the monorail to the MK, and catch a bus there. Or, you can take the ferryboat from the TTC or the boat from Poly to the MK.
Or, you can take the bus from either the TTC or Poly to DHS, and from there walk or take a boat to the Boardwalk. The walk is just under a mile.
If both the MK & DHS are closed, the only Disney Transport option is the bus from Poly to DTD, and board a bus to Boardwalk @ DTD. There's no bus from TTC to DTD.
There's also no bus from the Epcot monorail station to BW.
Don't forget you can also get a taxi at the Polynesian and take it to the Boardwalk, which would be a lot faster then using any form of WDW transportation.

Well the OP would need to have Park Hopper tickets or Annual Passes for that to work, because they wouldn't want to waste a single day ticket doing that.

The buses from parks to resorts early in the morning are not nearly as frequent as they are later on. If you have to be at BW early in the day, you may be better off taking the bus to DHS and then walking back to BW. The walk takes about 15 mins, along the nice sidewalk. Or take the boat. They start running an hour before park opening. They do involve a wait for the boat to get to the DHS dock and then about 20 mins on the boat to BW. You can always get off at the S/D (about a 13 min ride) and then walk over to BW.

Yes, there should be someone watching the load zones, who will ensure that you get a bus to the BW if you are standing in the queue for that destination.
Early in the morning, your best bet is a bus to the Studios, then walk/boat to Boardwalk.
While the bus drivers do try very hard to get "upstream" folks back to the resorts, it will take longer and it could be a frustrating long wait.
If you take the bus to the Studios which starts at 7am, then walk or take the boat to the Boardwalk, you will be guaranteed to get there on time.
Also, the bus from the TTC to the Studios should be faster than the bus from the Poly to the Studios because there are no other stops. The bus from the Poly to the Studios will also stop at GF.
