Do I have it correct that table service credits on the regular dining plan are separated by adult & child entitlements?
 

Yes. QS credits are defined as a QS without age. This is subject to change, obviously.

Dining plan brochures still state that kids must order off the kid's menu where available, but at this time, they are not enforcing that with QS meals or for people on the DxDDP. The new tracking of meals in MDE app has the potential to change that, but hasn't yet.

I don’t see how that would have any affect. The plan requires children to order from the children’s menu if one is available. Hence, QS credits have to be flexible for that scenario. And, since deluxe credits can be used for counter service meals, they also have to accommodate the scenario. The only way the will be able to separate child and adult credits would be to ensure that anywhere you can redeem a QS credit also has a children’s menu. At restaurants where that isn’t realistic, they would have to make a fake menu which would increase complexity and staff training. Only when that is less expensive than the folks exploiting the loophole will they consider the change. But MDE tracking is largely irrelevant to the issue.

I agree. I think if Disney does decide to start separating credits, we'll have at least some warning because we'll see kids menus pop up at places that have never had them - the bakeries, Yorkshire Fish, etc. But with the new moneymaker of the alcoholic beverage that everyone from 10 to 20 (and non-drinking adults) are now paying for but cannot use, I don't expect Disney is in a big hurry to rock the boat by closing the last loophole that can be used to get a tiny bit of value out of the QS plan.
