Trouble with FL rate for 9/15

My SIL tried earlier today to use the FL resident rate to reserve a room at POP for 9/15 and was told they had no rooms for that rate at POP. So, they booked her a room there, but she had to pay rack rate. I thought this rate was available at all values - is it normal for these rooms to book up so fast? (I think the promotion started today).
 
THey didn't even have AP discounts for POP. A lot of people were disappointed. I had a ressie at POP during that time but ended up upgrading to Coronado Springs for 2 dollars more a night than what I was paying at POP. Maybe she can do another value resort
 
Thanks. I guess that explains it (at least in that mysterious only Disney knows way :rotfl: ). They want to stay at POP to visit with us, so they won't be switching to a moderate, unless we do.
 
I ended up getting free dining at CS. I tried also to get the Fl Rate ir AP rate, nothing available..? In the pass I was able to the discount rate towards my existing ressies. Things have changed. I'm still debating if I should go or not.
