Tropical Storm Noel (pronounced "knoll," BTW, because he's a boy-storm) is currently just north of the eastern tip of Cuba, moving slowly NW. The forecast track is for the storm to move through the central Bahamas and approach the SE coast of Florida on Wednesday, but not come ashore. Wednesday afternoon, the storm is expected to make a pronounced turn to the NE and move away from the US.
This system is not expected to reach hurricane status, and it will probably be a rain event, with the worst weather during the daytime hours on Wednesday. Other than rain, it is not currently expected to have much impact on WDW. VB should expect rain, winds around 50 MPH or so, and high stormy seas due to the position of the storm and wind rotation on Wednesday.
Hopefully that track will hold and all we'll get is some much-needed rain.
