Since they announced construction I have gone in May 2018, April 2022 and have a trip in February 2023. Gotta tell Bob, if I can make 3 trips in a 5 year span and a CLONE is under construction the whole time, then that family from Colorado who goes once every 5 years will be super disappointed.
 
Not to defend Disney, but there was a rather significant global disruption during the construction period that delayed things quite a bit. And it doesn't really matter that it's a clone of the Shanghai attraction, there is still lots of construction work that has to be done.

While I think that is part of the issue, IMHO I still think its a strategic delay. Why would you launch a new ride during a celebration where attendance is thru the roof, it doesn't make any sense.
The 100 anniversary ends in march and Disney came out and stated that the ride with launch spring 2023 that's not a coincidence. There taking there time on purpose.

Didn't stop Universal from opening Velocicoaster and Hagrid's.
 
I agree with @reddog21. They've been testing the ride for the past month at least, and my guess is that the opening delay is exactly to get folks like me - who booked for December thinking that I could ride both Guardians and Tron - so now we will have to come back in 2023 to experience it. Smart strategy financially, but frustrating for us punters.

They launched Cosmic Rewind in May. No reason to delay Tron if it's really ready to go.

They've been testing the ride for the past month at least, and my guess is that the opening delay is exactly to get folks like me - who booked for December thinking that I could ride both Guardians and Tron - so now we will have to come back in 2023 to experience it. Oh yeah, 100% the opening timeframe at this point is a marketing decision more than anything else. I booked FEBRUARY 2023 thinking it would be open by then...and my bet is that it will be in AP/CM previews and probably open the day we leave.

Next will be advertising and hiring others to work on the attraction, at which point it's likly a four or five month process based on the last three or four attraction that have been opened. Could be less, as they have been testing the ride portion of the attraction of nearly eight months. We just don't know if the inside construction is at the same point as the outside... or if it's much further along or even finished.

We leave December 17, and I have a feeling we're going to just miss it. It looks like it's coming along really well.

Well Disney seasons are interesting, remember Galaxy's Edge was supposed to open in Fall 2019 and it opened in August?

Yes the land and the minor attraction opened... early. But that was a target date set almost 16 months out. I think the announcement two months ago at D23 was in a much better position to gauge when they'll be ready (Barring any complications.)
