Of course this conversation was months ago but to reiterate:
I talked about the ride design itself not the queue. The ride vehicle requires someone to transfer to a wheelchair and then to the ride vehicle. If anyone is unable to do that they will not be able to do the attraction and yes that is a safety aspect of the ride (consider what your body needs to be able to do in order to ride certain attractions). Someone who needs an
ECV at Disney does not mean they are unable to transfer to a wheelchair and then onto a ride vehicle by virtue of using an ECV for the park.
They didn't exclude mobility devices from the queue, they do require you to transfer to a wheelchair though-mobility devices do indeed include wheelchairs.
