According to the Unofficial Guide 2009 they list the following sites and the percentage in which that site had the best quote. Some of these might just be hotels and not packages.

ARestravel.com (42%)
Travelworm.com (40%)
Hotelkingdom.com (34%)
Hotels.com (32%)
Lodging.com (23%)

It also mentions Expedia.com (especially good if you book within 2 weeks of you visit) and Travelocity.com (for 2 weeks - 3 months). They note that neither of those site have much if your trip is more than 3 months out.

I usually go with getawaytoday, flightcenter, orbitz, of travelocity. All these I will recommend. Don't be fooled if you see a site called "bookit.com" their prices are excellent but when you go to pay for your flight/hotel of whatever it maybe they add on this fee I've never seen anywhere on any other travel site. It's like a processing fee of $100 per person on to of all taxes
