Travel agent question... does this seem right?

My aunt has a dreammaker package reservation for June 12-17 at CBR. She booked through a travel agent. She gave the agent a $200 deposit and her full payment is due 45 days prior to arrival, which is mid-April.

I started telling her about codes and such and she called her agent to have a code applied to the ressie. Her agent said that she can't use any discounts because she booked a package (even though I gave her the package code).

After much back and forth about this, finally my aunt decided to just cancel with the agent all together and let me book her ressie directly with Disney and use a code, saving her a couple hundred bucks. Her travel agent said that if she cancels, she can only get $46 out of her $200 deposit back! She said that is Disney's policy.

Does that seem right?
 
I'm guessing she has the insurance with it and that is not being refunded - their is no reason she should not be able to change her existing res. as she is not canceling just changing. Maybe she is not familiar with the codes.

I've never booked a package, but I have never heard of that policy. Perhaps it is part of the TA's fee for the work that she did?
 
I WORK FOR A TRAVEL AGENCY. THE ONLY THING I CAN THING OF IS FOR HER TO ASK FOR A BREAKDOWN OF WHAT THE REFUND IS FOR....THE ONLY THING IS , IS IF THE AIRFARE HAD ALREADY BEEN ISSUED. THAT STILL DOESNT SEEM RIGHT. DID SHE SIGN ANY CONTRACTS? IF SHE DIDNT, I THINK SHE IS ENTITLED TO HER MONEY BACK, MINUS ANY CANCELLATION FEES THROUGH THE AGENCY. DISNEY DOES NOT, I REPEAT, DOES NOT HAVE ANY CANCELLATION PENALTIES WHEN YOU STILL HAVE PLENTY OF TIME LEFT. OUR AGENCY ONLY CHARGES $50 TO CANCEL, BUT WE MAKE EVERY EFFORT TO MATCH ANY OTHER PRICES OUT THERE. IF YOU NEED ANY OTHER HELP, SEND ME A PM.
 

That doesn't sound like the policy I was quoted by CRO when I paid for my package. If I were you I would rebook her trip directly with CRO using all applicable discount codes. Then make the travel agent justify the refund amt. If you put it on a credit card, call the cc company and chargeback the entire deposit and repay what is due the travel agent per Disney policy and/or the travel agents documented policy on refunds.
 
An earlier poster is correct, I think. If you purchased the package with insurance, then that amount would not be refunded if cancelled. A travel agent should be able to book with discount codes. I am a travel agent and I just booked with a code this morning. Now, this is all assuming that the agent booked through WDTC. There are other tour companies to book Disney and they may not be able to book discount codes. Hope this helps.

Took the following from Deb's site.

A WDTC package (including the "room only" Basic Package) requires a $200.00 deposit within 14 days of booking. The balance will be due 45 days prior to check in. Checks, money orders, MasterCard, Visa, American Express, and Discover are accepted. Cancellation between 6 and 45 days prior to arrival will result in a $100.00 fee. Cancellation 5 days or less will incur a $200.00 fee. Any change or modification of the reservation inside the 45 day mark will incur a $50.00 fee.


CANCELLATION AND CHANGE FEES:
For cancellations or changes, if your air travel has been ticketed, there will be a cancellation or change fee per ticket equal to the higher of (i) $75 to $100 and (ii) the cancellation or change fee assessed by the airline. Please note that cancellation of a non refundable, published or promotional airfare results in a charge equal to the entire amount of the airfare.

For a cancellation made between 6 and 45 days prior to arrival, there is a cancellation fee of $100 per package plus any cancellation fees by hotels or other suppliers. No refunds will be given to no-shows.

For a cancellation made between 5 days or less prior to arrival, there is a cancellation fee of $200 per package plus any cancellation fees by hotels or other suppliers. No refunds will be given to no-shows.


For a change made 21 days or less prior to arrival or that results in a rate change, there is an additional change fee of $50 per package plus any change fees assessed by hotels or other suppliers.

Travel insurance is non refundable.
